Cashout Points?

I recently joined the site and added $15
Now I am trying to withdraw $5 but I get notification that I need 300 cashout points
I have no idea what these points are or how to get them.
When I searched the forum it says only those who have not invested require cashout points but I did invest $15
Can someone explain what I need to do to get my withdrawal?
